TITLE:  Clinic Administrator  

 

SUPERVISOR:  Regional Manager / EVP for CBOC Veteran Services

 

LOCATION:  McComb MS CBOC

 

 

POSITION SUMMARY

 

Perform operational functions as outlined below.

 

 

RESPONSIBILITIES

 

1. Coordinate efforts provided by the Community Based Outpatient Clinic(s) in the delivery of primary and preventative health care services to enrolled Veterans.

2. Manage the day-to-day functions of the administrative office as they relate to Community Based Outpatient Clinic (CBOC) functions.

3. Assist in implementing the day to day functions of the CBOC with regard to the quality of care provided to enrolled Veterans and continually monitor care.

4. Obtain two unique patient identifiers when registering, providing care, treating, or providing services to any patient.

5. Assist Veterans and family members with questions/concerns regarding services provided for under the CBOC Program.

6. Assist in scheduling of Veterans when needed.

7. Serve as the grievance coordinator for all Veteran grievances and ensure grievances are responded to within the appropriate time frames.

8. Serve as the patient satisfaction coordinator and monitor SHEP surveys.

9. Assure that public information describing services provided under the CBOC Program is accurate, fully descriptive, and is readily available.

10. Coordinates and participates in outreach/engagement activities to promote CBOC services.

11. Ensure that each enrolled Veteran’s right to fair and equitable treatment, self-determination, individuality, privacy, and civil rights, including the right to lodge a complaint or grievance, is strictly enforced.

12. Participate in CBOC QA&I activities, i.e. on an on-going basis, identify and utilize EPRP, SHEP, Dashboards, Primary Care Almanac and Compass reports on VSSC Website reports, patient satisfaction data and performance measure data to review and improve care.

13. Ensure that an adequate number of personnel are employed to meet enrolled Veterans’ needs.

14. Serve as liaison to the corporate office, medical staff, administrative/clerical staff, enrolled Veterans and the Veterans Affairs Medical Center (VAMC).

15. Ensure accurate and timely submission of reports to the VAMC and CRA in accordance with contractual requirements, CRA defined performance measures and quality of care indicators. 

16. Assist the VAMC with the enrollment and disengagement of Veteran patients.

17. Maintain corporate database in order to assure accurate billing information to the VAMC and corporate office.

18. Apply awareness of fluctuations in enrollment and implement plans to increase Veteran enrollment within the CBOC.

19. Seek Veteran and public awareness of the VA CBOC program within the community and establish relationships with community organizations (see policy R-50 in Administrators Manual).

20. Ensure medical documentation resides in CPRS daily, including signed progress notes with CPT codes, and clinical reminder resolutions are completed daily.

21. Perform internal chart audits for performance measures and report compliance by provider in quality minutes to the QM Team for tracking and trending and to identify training needs. Prepare quarterly Peer Reviews for submission to Chief Medical Officer.

22. Develop and implement action plans to increase patient satisfaction, decrease appointment wait times, MOR’s and no show rates.

23. Implement established operational policies and procedures necessary to remain in compliance with Federal, State and Local laws, regulations, CRA and VAMC requirements.

24. Collect, analyze and distribute data to designated individuals at the VAMC when requested.

25. Assist in the development and implementation of marketing initiatives under the guidance of the VAMC and CRAssociates.

26. Communicate and collaborate with Congressional Offices, Veteran Liaisons and VA Public Relations Offices to ensure Representatives/Staffers are up to date on CRA operations in their area via e-mail, newsletters, etc.

27. Research and expand specialty service opportunities (i.e. Women's Health Clinics, Mental Health Facilities, Call Centers, etc.).

28. Serve on various committees of the CBOC facility [i.e., Safety, Infection Control, Quality Assessment and Performance Improvement (QA&PI), etc.] and provide written/oral reports of CBOC services and activities as required by the Committee's guidelines or program.

29. Evaluate and implement recommendations from CBOC committees (i.e., QA&PI, Pharmaceutical Services, Infection Control, Safety, Risk Management, etc.).

30. Report to the VAMC and CRA QM, results of Quality of Care Indicators and Performance Standard Measures such as Chronic Disease Index and Preventative Disease Index data, Primary Care Almanac scores, Datamart scores, etc.

31. Attend and participate in educational opportunities such as in-service classes, on-the-job training programs, workshops, seminars, etc.

32. Travel as needed to CBOC sites, VAMC, Corporate office, Veteran Service Organizations, etc. to ensure the successful administration of the program.

33. Develop and provide appropriate reports to the Regional Manager, Executive Vice President /Director for Veteran Services and/or the CRA corporate staff at regular intervals.

34. Track annual vesting visits so that eligible Veterans do not drop off enrollment list.

35. Utilize VISTA/CPRS to schedule patients, look up patient information, track phone calls, etc.

36. Understand and follow the guidelines of the VA contract. Read the VA/CRA contract regularly and remain current on all aspects of the contract.

37. Participate in, or expedite the preparation of, monthly financial and accounting statements upon request.

38. Assist in the preparation of an annual operating budget for approval by the Executive Vice President /Director for Veteran Services.

39. Maintain current written records of office expenditures and assure that adequate financial records and cost reports are submitted to the Accounting Office through the Regional Manager and Executive Vice President /Director for Veteran Services upon request or as necessary.

40. Supervise and evaluate work of Administrative Assistants, Clerks and clinical staff (along with the Medical Director).

41. Assure performance evaluations are completed in a timely fashion on all employees.

42. Report all on-the-job accidents/incidents to the CRA Human Resources Department, QM Department, Executive Vice President/Director for Veteran Services and Regional Manager immediately.

43. Comply with the performance measures and clinical guidelines as set forth in the current VHA Performance Measures Technical Manual or by verbal direction and are in compliance with all requirements specified by CRA and the VAMC that issues the contract.

44. Comply with the standards of the Joint Commission, applicable provisions of law, and the rules and regulations of any and all government authorities pertaining to licensure and regulation of healthcare personnel.

45. Comply with the CDC’s “Universal Precautions” for the prevention and transmission of HIV and other communicable diseases.

46. Follow policy for cleaning and disinfecting reusable medical equipment (see policy EOC-10S).

47. Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.

48. Perform other duties as assigned by CRA management.

 

 

QUALIFICATIONS

 

1. Four year degree in business administration, health sciences or allied health professions; or two year degree with a combination of education and experience: or years of experience with VA or private primary care operations.

2. Three years of experience in business administration, health care administration or an equivalent combination of experience, education, or training, which would provide the knowledge required by this position.

3. Understanding of the Department of Veteran Affairs, Military healthcare system or equivalent.

4. Must be BLS certified by the American Heart Association within 30 days of employment.

5. Strong verbal and written communication skills.

6. Basic computer skills to include MS office applications.

7. Annual PPD.

 

 

PHYSICAL REQUIREMENTS

 

1. Must be physically capable of standing and/or sitting for extended periods of time and capable of

normal ambulation.

2. Must be able to lift fifteen (15) pounds unassisted.
