TITLE: Benefits Manager  

SUPERVISOR: HR Manager

LOCATION: Newington, VA (Corporate HQ)


POSITION SUMMARY

 Responsible for directing, planning and managing the day-to-day operations of group benefit programs, to include but not limited to group health, dental, vision,STD,LTD, worker’s compensation, leaves of absences, life insurance, flexible spending plan, and 401k plan.

RESPONSIBILITIES

  1. Provide guidance and assistance to all locations on various employee benefit plans.
  2. Plans, develops, and/or participates in area and industry surveys. Analyze and develop specific recommendations for review by management.
  3. Investigate new benefit programs and improve existing programs. Administer and implement newly approved plans and changes by preparing announcement material, booklets, and other media to communicate new plans to employees. Conducts employee meetings and arranges for enrollment of employees in all plans.
  4. Develop, revise and issue all communication materials on benefits as needed.
  5. Advises and counsels management and directly communicates with and employees on existing benefits.
  6. Supervise and monitor benefit administration to include maintenance of enrollment, application, and claims records for all benefit plans. Handles inquiries and complaints to ensure quick, equitable, courteous resolution.
  7. Prepares and executes benefit documentation such as original and amended plan texts, benefit agreements and insurance policies. Instructs insurance carriers and other administrative agencies outside the company to effect changes in benefit program. Ensures prompt and accurate compliance.
  8. Primary contact for plan vendors and third party administrators.
  9. Evaluate and revise internal processes to reduce costs and increase efficiency.

10. Plan, schedule and manage work load for Benefits Department.

11. Ensure compliance with applicable government regulations. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as the IRS, Department of Labor, Insurance Commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management. Coordinate company benefits with government sponsored programs.

12. Develop long-range goals regarding benefit programs in conjunction with the Executive Vice President of Human Resources.

13. Oversee daily benefit processing to include enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, and compliance testing.

14. Oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.

15. Manage plan audits.

16. Develops benefit information and statistical and census data for actuaries, insurance carriers, and management. Writes compensation plans to assist with proposal development.

17. Responsible for statistical analysis of benefits plans including cost share analysis for health and welfare plans.

18. Responsible for all health and welfare filings as well as OSHA logs and Workers’ Compensation filings.

19. Acts as the primary internal manager for all leaves of absence.

20. Other duties as assigned.

QUALIFICATIONS

  1. Bachelor’s degree preferred.
  2. Five years related benefits or benefit administration experience required.
  3. PHR or SHRM-CP and CEBS professional designations preferred.
  4. Knowledge of federal and state regulations, filing and compliance requirements affecting employee benefit programs including ERISA, COBRA, FMLA, PPACA, Section 125, ADA, Workers’ Compensation, Medicare, Social Security and DOL requirements.
  5. HRIS experience required.
  6. Must be highly proficient with computers to include Excel spreadsheets.
  7. Must have great communications skills, both written and verbal.
